08.7 Formal negotiations

Formal negotiations on the Draft Agreed Conclusions to CSW start before attending CSW. The Australian Government Delegation will have key language and interventions prepared prior to departure to CSW. Sessional meetings begin in earnest towards the end of the first week of CSW. Each word of the Agreed Conclusions has to be agreed by consensus. This can take time and the political dipping and weaving of getting highly political issues on the agenda and into the document, can be extremely exciting and frustrating all at the same time. These sessions are closed to all but the government delegations.

Formal negotiations on Resolutions begin towards the end of the first week. At the beginning of CSW a number of countries will propose Resolutions to be passed within CSW. Some resolutions are carried over from the previous year and are re-discussed. These sessions are closed to all but the government delegations. NGOs with an interest in influencing the language will find some strategies on this in Chapter 10: Advocacy.
